Road-Tech Safety Services, Inc. is a leading Traffic Control and intelligent transportation systems provider headquartered in Shingle Springs, California. Since our founding in 2001 by Joe Jeffrey and Tony Espinoza, we’ve remained focused on one core mission: improving roadway safety through innovation, experience, and technology.

Now owned by Joe’s sons, Ben and Matt Jeffrey, Road-Tech has expanded to become one of the preeminent Road Safety businesses in California. Ben is a disabled veteran, which makes Road-Tech a Disabled Veteran Business Enterprise.

Over the years, we’ve deployed the first Queue Warning System on the West Coast, delivered custom Travel Time/Delay Systems, and introduced real-time alternate route technology with the goal of protecting motorists and roadway crews alike.

Why does this matter?

State law mandates that a minimum of 3% for certain state contract dollars go to DVBE-certified businesses. This requirement gives Road-Tech a distinct advantage on large-scale state and Caltrans projects—allowing our clients to meet participation goals while working with a proven, reliable contractor.

What is a DVBE?

The Disabled Veteran Business Enterprise Program was created to recognize the service of California’s disabled veterans and provide greater economic opportunities through state contracting. To qualify as a DVBE:

  • At least 51% of the business must be owned by one or more disabled veterans

  • The business must be managed and controlled by one or more of those veterans

  • The veteran(s) must have a service-connected disability of at least 10%

  • The business must be independently owned and operated in California
