The California DVBE Program was created in 1989 to honor and empower service-disabled veterans by giving them greater access to state contracting opportunities. Businesses with DVBE certification must be majority-owned, operated, and controlled by one or more service-disabled veterans.
DVBE participation is not optional—it’s state law. California requires that at least 3% of the total value of all state contracts go to certified DVBEs.
To qualify as a DVBE:
≥ 51% owned by one or more disabled veterans
Managed and controlled by the veteran owner(s)
Veteran must have a service-connected disability (≥ 10%)
Business must operate primarily in California
